Samson HR is a firm of experts in human resources management. It is in 2007 that Samson RH started its services in human resources under the accounting firm Samson & Associates. In March 2019, the human resources division became a separate company named Samson HR - Consulting Group.
Samson HR offers bilingual services to the federal government as well as to the private, municipal and para-public sectors. Our team includes more than thirty consultants in human resources management and our vast pool of contacts allows us to offer a complete and specialized team no matter what our clients' needs are.
Our firm is composed of the president, two team leaders, four employees and some thirty consultants with many years of experience in human resources and labour law.
Sylvie holds a bachelor’s degree in Industrial Relations and Human Resources and has been a member of the Order of Certified Human Resources and Industrial Relations Counselors of Quebec since 2006. Sylvie is also certified to administer the Nova Profile.
Sylvie has over 20 years of experience in the delivery of human resource management services in both the private and public sectors. She spent six years working in human resources within the federal government before joining the Samson & Associates team to develop a new human resource consulting division.
Through her determination and dedication, she has assembled a team of some 30 resource management consultants to provide a full service to her clients. In April 2019, Sylvie developer a new company called Samson RH Inc. to offer its services in human resources.
As a consultant for the federal government, Sylvie completed several projects such as:
• HR audit (process, compliance);
• Organizational Design and Classification;
• Organizational health diagnostics to provide solutions to improve the work environment.
In addition, Sylvie helps several companies with the management of their human resources, as example she developed:
• Internal policies and employee manual;
• Structure and pay equity;
• Classification of positions
Marc has more than 30 years of experience in human resources. He has been the spokesperson and manager for the Treasury Board of Canada Secretariat for the renewal of numerous collective agreements for various bargaining units. He has a wide range of experience and expertise in the areas of labour relations, compensation, health and safety and collective agreement negotiations. During his career, he held the position of DG of Labour Relations and Compensation at the Canada Border Services Agency for a period of 8 years where he had a great positive impact on the labour relations climate. Marc also led several modernization projects across the Agency. His leadership was demonstrated during his career by leading structural development, coaching and mentoring programs. Since 2019, Marc has been a consultant and team leader for the organizational diagnosis and optimization division at Samson HR. Marc holds a master's and bachelor's degree in industrial relations and is a member of the Ordre des conseillers en ressources humaines agréés du Québec.
Nathalie has more than 20 years of experience in human resources. She has been an HR generalist, Chief of Staffing and Director General of Human Resources in the federal government. She joined Samson HR as a Senior HR Consultant in 2012. She has a wide range of experience and expertise in the areas of labour relations, staffing, HR planning and workplace harassment prevention. During her career, she has held the position of DG of Human Resources in the Courts Administration Service where she was the delegated manager for receiving harassment complaints for the department. She had to implement a new organizational structure in order to optimize human resources services. This reorganization favoured the positioning and role of HR as a business partner within the department. Nathalie also managed a reorganization of HR services within Transport Canada. She was also a key player in the opening of a new nanotechnology research institute, a tripartite business partnership between the federal and provincial governments and the University of Alberta. She implemented the HR team for this new research institute. She has been teaching various human resources courses for the Canada School of Public Service since 2013. She is dynamic and her leadership has been demonstrated during her career in many ways. Since 2020, Nathalie has been a Senior Consultant and Team Leader for the Conflict Prevention, Investigation and Resolution Division at Samson HR. Nathalie holds a Bachelor of Arts with a concentration in Spanish and a certificate in Business Administration.

Brigitte Bernier has over 30 years of experience, for the most part in managing Human Resources within the federal government. She has obtained many managerial positions in twelve different departments. Her experience in management and labour relations makes her a reference in her field.
She completed numerous investigations of different natures; administrative, harassment, disclosures, violence in the workplace, and fraud, to name a few. Indeed, her mandates brought her to make conclusions out of facts in compliance with various laws and policies, such as the Criminal Code, the Policy on harassment in the Workplace, and the Public Servants Disclosure Protection Act. Her experience reaches a national and international clientele. The resoluts of her inquiries allowed many work teams to change their way of managing their employees and the complaints made by and/or against them, and, in some cases, to completely shift their organizational structure.
Even with her large umbrella of skills, she stands out by her dozens of investigations led under the Public Servants Disclosure Protection Act. She is one of the rare investigators in Canada qualified under the Federal list to lead this type of investigation!
Since January 2019, Brigitte joined Samson RH’s team as a team leader for the Labour Relations division. She manages and coordinates a team of consultants and investigators in order to help them provide their clients with a safe and healthy workplace. She evaluates and determines investigator admissibility to projects, participates in the review process for all reports emitted by the firm and brings her input in investigations.
Nadine completed a Bachelor's degree in Sociology and two Master's certificates in Socio-Economics of Development at the University of Lomé in Togo, West Africa. She arrived from Rwanda in August 2018 and since then, she has completed a four (4) week training for employment integration with Service Intégration Travail Outaouais (SITO). After a four (4) week internship at Samson HR, Nadine was hired in December 2018 as project coordinator and junior consultant.
During her career, Nadine has held various positions in Human Resources Management (HRM). She was responsible for HRM from 2010-2018 for Green Hills Academy in Rwanda. Her 8 years of experience have allowed her to broaden her experience in staff recruitment, employee records management and on the development and maintenance of good HRM practices. Nadine was also responsible for collecting, analyzing and preparing the data and information needed to fulfill mandates in staffing, labour relations, management of work-related disability, etc. In 2011, she attended a training course on human resources management in private schools, Rwanda.
From 2007 to 2009, Nadine was HRM Manager for Save the Children-UK, Rwanda program. During her employment, she completed the Management Development Program, training on the recruitment software (Engage) and participated in the Pan-African Human Resources Forum. Her mandate included internal and international staffing, employee payroll management and capacity building training.
From 2002 to 2006, Nadine was the Human Resources Manager at the New Printing Plant in Rwanda. This full time job was a rewarding experience where she acquired knowledge in staffing, labour relations, and HRM policy development.
Her professionalism, discretion, organizational skills and varied experience in international human resources is an asset to our team. Nadine is trilingual and brings a new vision of the labour market.

Sid Djahlat is the coordinator of the labour relations division of Samson RH since June 2019. He works closely with investigators, consultants, the division lead, and the president.
He helps provide a wide array of services, such as conflict management, coaching, harassment investigations, workplace health and safety, and workplace assessments. He is a key player in the development of the division’s proposals and of the communications between the clients and the consultants. He also coordinates and assures the quality of outgoing documents from the firm.
He is currently in his second year at the University of Ottawa’s Faculty of Law, where he is completing his licence of Law. He previously attended McGill University where he studied international development. He previously occupied research assistantship roles for university professors and NGOs. He is passionate about global affairs, mediation, and labour law, fields in which he intends on pursuing his career.
